SPIEF 2025: on supporting IT business in the global market

On June 21, 2025, the IT breakfast "Maturity of the IT Industry: from Internal Victories to International Technological Cooperation" was held as part of the SPIEF. It was organized by the Ministry of Digital Development of the Russian Federation, the Russoft Association, the Digital Economy ANO, the Russian Association of Electronic Communications (RAEC), and the Technological Sovereignty Export Association. CEO and founder of the eXpress business super app Andrey Vratsky proposed a new format of political support for IT business on the international market from the state. His ideas were supported by the President of the Technological Sovereignty Export Association; Professor of the Department of Applied Analysis of International Problems at MGIMO Andrey Bezrukov.

Andrey Vratsky presented a thesis entitled "The State as a "Roof" for Russian IT Business on the International Market," which included the following proposals to the state:

– The IT industry needs systemic political support from the state.

– It can be expressed in serious, powerful state support, on the one hand, in promoting Russian innovations on the international market, on the other hand, directly in sales and fulfillment of payment terms under contracts with foreign countries.

– It is proposed to bring particularly important and large-scale export projects to the level of top government officials, as is the case with global technology exporters.

The effects of the proposed collaboration for the government and business: 

  • launch of not only technologies but also infrastructure on the market, 
  • evidence of a unified government policy in the field of export, 
  • financial flows in the form of company taxes on sales abroad, 
  • development of technologies as a result of increased investment in R&D, achievement of technological leadership, 
  • increasing the partnership capacity of market players.

– Support can be provided on a voluntary basis, upon a specific request, and is not provided free of charge. 

– This support model, once created, will allow for the maximum effect from the collaboration of the state and business.
